Three serving ministers and one member of the States of Jersey who has only just returned to politics were among the five ministers elected in tight contests to the council of ministers by the island’s parliament in mid-November.
Treasury minister Philip Ozouf secured his post for the next three years after a speech in which he promised to adopt a more collaborative approach. He beat Ian Le Marquand, the choice of the new chief minister, Ian Gorst, by 26 votes to 24.
Le Marquand, who retains home affairs, was the chief minister’s only casualty, with his nominations for three other ministries all elected – albeit two of them with a tight margin.
Francis Le Gresley has been elected social security minister, beating Eddie Noel to the post by one vote: 25-24, with one spoilt paper.
Patrick Ryan, who has just returned to the States in the October general elections after a three-year break, is the island’s new education minister. He beat serving minister James Reed by 29 votes to 22 with two spoilt papers.
Andrew Green retains his place as housing minister, and Alan Maclean was re-elected economic development minister. Anne Pryke was re-elected to her post as health minister and Kevin Lewis was returned as head of transport and technical services.
The council of ministers is made up of the chief minister and nine other ministers and is voted into office by the States assembly.
